AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democratic processes just over a week before national elections.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the stances of these parties, the report pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an electoral contest that will be keenly observed around Europe for the performance of the PVV.

The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
